Russian forces fired rockets at an encircled steel works in Mariupol, Ukraine’s southern port city, and thick smoke blackened the sky at the plant, where officials said on Tuesday that 200 civilians were trapped despite evacuations.

After failing to take the capital of Kyiv, Russia launched an offensive in the east and south, prompting Western powers to commit to supplying Ukraine with heavier weapons. The European Commission is expected to finalise a ban on purchasing Russian oil on Tuesday in an effort to squeeze Moscow’s war chest.

The United States Congress is considering a $33 billion military aid package, and the United Kingdom pledged $375 million in defence aid this week.
